Curiosity over Romney's Tax Plan

How does the economy benefit from tax cuts under Romney’s plan if they are completely offset by the elimination of various deductions?  It might reduce confusion and paperwork, but it otherwise seems to have little to no effect except to weaken our ability to incentivize or disincentivize particular behaviors through tax manipulation.
